Steps in the lines are where a new team, table, or floor-support position is triggered.
How the projection works
- Programs → quality teams, by rubric. Each rubric's programs are divided by its programs-per-team rate and rounded up, because a team can't be split. Teams are summed across rubrics.
- Programs → suitability teams, pooled. All programs are divided by one suitability programs-per-team rate and rounded up. In Cycle 2026, 8 of 120 suitability teams reviewed programs from more than one rubric, so suitability is modeled as a single pool.
- Teams → reviewers. Teams × team size (5 quality, 3 suitability).
- Reviewers → waitlisters. A percentage of reviewers, rounded to the nearest person. Quality waitlisters are calculated separately for new and existing rubrics so they can be seated with the right floor-support ratio.
- Teams + seated waitlisters → tables. Each review team fills one table. An estimated 25% of waitlisters are seated at waitlist tables of the same size, rounded up; the rest are added to review teams during training or don't attend. The percentage is adjustable under Team size, review load, and waitlist.
- Tables → floor support. Quality: new-rubric tables ÷ 3 plus existing-rubric tables ÷ 4, each rounded up. Suitability: all tables ÷ 7, rounded up.
- Fixed roles. Help desk, directors, logistics manager, and backroom staff are added to each event.
- People → rooms. Reviewers and waitlisters, less any local share, divided by people per room; training staff divided by staff per room; each rounded up, then the room-block buffer is applied. Room-nights = rooms × nights for each event.
Quality and suitability trainings are treated as separate events, so a person who works both is counted at each. Unduplicated headcount would be lower; room counts per event are not affected.
Cycle 2026 baseline
From the Cycle 2026 Program Teaming Roster: 398 programs, 127 quality teams, 120 suitability teams. Quality teams that reviewed more than one rubric are counted under the rubric most of their programs came from.

Suitability: 398 programs ÷ 120 teams = 3.32 programs per team. Waitlist: 70 of 635 quality reviewers (11.0%) and 30 of 360 suitability reviewers (8.3%).
Cycle 2027 intake and rate mapping
The Cycle 2027 preset totals the anticipated program counts from 88 publisher submissions across 10 rubric files: 446 programs. Where the 2027 rubric list differs from 2026, rates were mapped as follows:
- LOTE K–12 has no Cycle 2026 history, so it uses the all-rubric average of 3.13 programs per quality team.
- ELAR K–3 full-subject and ELAR K–3 phonics only both use the 2026 ELAR K–3 rate (16 programs, 6 teams).
- SLAR K–3 phonics only uses the 2026 SLAR K–3 rate. ELAR 4–5 uses the 2026 ELAR 4–8 rate.
- CTE, Fine Arts, and LOTE are flagged as new rubrics, following the Cycle 2027 projections memo.
